PUBLIC POLICY ANALYSIS: A STUDY OF EDUCATION SECTOR REFORM IN NIGERIA, 2000-2020

Jacinta Ngozi Oluoha
Abstract

This study provides a comprehensive analysis of education sector reforms in Nigeria from 2000 to 2020 using the Policy Cycle Model. By examining the various stages of policy development, including agenda-setting, formulation, implementation, and evaluation, the research highlights the key reforms undertaken, their impact on the education system, and the challenges faced. The analysis reveals that despite significant reforms aimed at improving educational quality and access, challenges such as inadequate funding, uneven resource distribution, and policy implementation gaps have persisted. To address these issues and enhance educational outcomes, the study recommends: Advocating for Education Reform and Investment by increasing government investment in education, ensuring equitable resource distribution, and raising awareness about education's critical role in national development and social progress. Supporting Community Based Initiatives to improve educational infrastructure and literacy through local projects, volunteering, and collaboration with grassroots organizations. Monitoring Policy Implementation and Accountability by promoting transparency, holding policymakers accountable, and engaging in advocacy to ensure effective implementation of educational reforms.
