POLICY IMPLEMENTATION: A VERITABLE TOOL FOR THE DEVELOPMENT OF THE NIGERIAN LANGUAGES: THE CONCERN OF IGBO LANGUAGE

Abstract

This study examined the role of policy implementation in the development of Nigerian languages, with a particular emphasis on the Igbo language. The objectives were to evaluate the effectiveness of existing policies on language education, investigate the challenges facing their implementation, and propose strategies for strengthening Igbo language development. The central research question guiding the study was: To what extent has policy implementation influenced the promotion and sustainability of the Igbo language in Nigeria. The argument of the study is that while Nigeria has progressive policies that recognize indigenous languages, ineffective implementation has limited their impact, thereby contributing to the gradual decline of the Igbo language. The position of the study is that successful implementation of policies is crucial for revitalizing the Igbo language and safeguarding Nigeria’s linguistic and cultural heritage. Findings reveal that policy frameworks such as the National Policy on Education recognize the use of mother tongue in early education, yet lack of political will, inadequate funding, globalization, and negative societal attitudes hinder effective application. Despite these challenges, opportunities for revitalization exist through digital media, community initiatives, curriculum reform, and comparative lessons from other African languages. The study concludes that policy implementation is not merely an administrative task but a strategic tool for cultural preservation and identity consolidation. Recommendations include the enforcement of mother tongue education, investment in teacher training, use of digital platforms to promote Igbo, provision of adequate institutional funding, and engagement of both local communities and the Igbo diaspora in language promotion efforts
